Is your company required to register by 31st Julyor face a substantial fine?A BPIF and WSP Environmental SeminarA new environmental regulatory control system called Integrated Pollution Prevention and Control (IPPC) is being introduced in the UK through the Pollution Prevention and Control (PPC) Regulations 2000 and will become the main regulatory system for managing the environmental impact of industrial operators.The PPC Regulations will require a proportion of the UK printing industry to make a new application to their Local Authorities for a permit to operate the site. This permit system is brand new, and all ?Part A2? processes will be required to make an application. Failure to make an acceptable application could lead to a significant fine or even a notice being served to prevent the site operating.Under IPPC, you will need to demonstrate that you:- have identified the impact on the environment from all of your releases to air, land and water- avoid excessive waste production - apply energy efficiency measures- implement accident prevention procedures - measure ?environmental noise? and odour emissions. One of the key requirements is the necessity to avoid ground pollution and return the permitted site/installation to a satisfactory state on cessation of operations. This requires a benchmarking assessment of the current ground contamination on your site and a detailed specific report must be submitted as part of the new permitting procedure.How Does This Affect the Printing Industry?As a printing company using organic solvents, you will be required to make an application under IPPC if your site consumes a total of over 200 tonnes of all solvents on site in any one year period. This includes all solvents in surface coating and cleaning materials. You will need to make the application between 1st May and 31st July 2003. The preparation of the application is a detailed and time consuming project which also requires a number of technical environmental impact assessments to be completed.To assist its members, the BPIF has teamed up with leading UK environmental consultants, WSP Environmental Ltd. WSP specialise in providing environmental support to companies across the UK, including assistance in the preparation of full IPPC permit applications and also conducting specialist surveys such as noise, air quality and ground contamination assessments.
